The decrease is greater (40% to 60%) in the 32 bit OSX version due to a compiler bug which affected previous versions.

So I will probably get the upgrade license. Seems a bit steep when compared to Adobe's subscription costs, yet I use Denoise AI and Sharpen AI a lot and think they do a good job, particularly with wildlife.

Seems to convert Topaz effectively into a subscription model, although you are free to keep using the version you have and get a new upgrade license in the future if and when you want. Topaz announced the end of free updates earlier this year (in February according to their website). If I am reading it right, the upgrade license is $49.99 for one app for one year or $99.99 for all your apps for one year. I just got the message today that there is an update to Denoise AI 2.3 (I have 2.2.12 updated yesterday) but that my license needs to be renewed to get the new upgrade. I bought Topaz Denoise AI, Sharpen AI and Gigapixel AI in April of last year.
